Rumor: Albo Bringing Back Abuser Fees?

I've heard this might be happening, based on Albo getting reelected last year after being targeted big-time.  I certainly hope this is not true, because a) it was terrible law that punished people way out of proportion to their offense, and b) it was politically disastrous for the GOP.  I know people who knew nothing of local politics who got furious and interested over this. 

Could he be this out of touch?  Anybody hear anything?
