I checked over again at VPAP and we have this oddity. Money out is a staggering $6,76 but only one donation of a mere $450 (from Cliffords Photography in Arlington - hardly putting Braddock First. BTW - Cliffords Photography I believe is owned by Stephanie Clifford and her husband, a long-shot House of Delegates candidate from Arlington that Ben Tribbett endorsed on his blog quite dramatically). Can someone explain this to me, as I am not an election attorney? My understanding is that after a certain dollar amount spent you have to file your donations . . . clearly its got to be less that $6,000! According to VPAP the sponsors are Janet Oleszek, Sharon Bulova, and Chap Petersen . . . with the only officer of the group being Ben Tribbett. So what gives? The money out is going only to Oleszek and Bulova, but there is no breakdown of where the money comes from. We are two weeks out from the election, shouldn't that have been disclosed yet? How can Janet Oleszek accept over $4,000 and Sharon Bulova over $2,000 and it not be disclosed to the public two weeks before an election? And why am I, a loudmouth blogger, the only one looking into this?! What are they hiding? What is Chap Petersen's role in this because a) he's put down as a sponsor in VPAP and b) he's a well known ally of both Oleszek and Tribbett. Furthermore, what is trying to be accomplished here? Is John Cook really worth all of this? Does Chap Petersen, with all his statewide ambitions, want to put his neck on the line for this crowd? He says he's the "People's Senator" on his big road signs . . . but are the people being served when you associate yourself with a group that doles out thousands of dollars and only reports $450 coming in while the rest is a mystery?
VPAP in this instance (and it is not their fault) is incomplete.
It looks like Put Braddock First has contracted for approximately $12,000 in debts to Mission Control LLC, a Democratic direct mail firm. They have not expended the money in the traditional sense because Mission Control has not been paid. Yet some candidates have received the benefit of the credit extended to Put Braddock First. Of those candidates, some have reported itemized contributions, Oleszek and Bulova, and those are identified by VPAP.

And the reason is that the Democratic political operation is a criminal enterprise from top to bottom, at each level from city, county, and state to federal.

looking at some of the code sections it appears the report as filed with SBE is incomplete. Not all expenditures are acknowledged, and the acceptance of any loans is arguably required, although Mission Control may not consider itself to have extended credit.
If the PAC has received any other money or in kind contributions before September 30, or any contributions of $500 or more since then they need to be reported. There are minor civil penalties for not filing or filing incomplete reports although there is a safe harbor in Va. code § 24.2-953.3.
If someone knowingly and blatantly lies on a filed report it can be charged as the felony of election fraud, but this is reserved for egregious circumstances. This just looks like an incomplete report.
