In a word . . . "yes."
We had a chance to take the 11th but moving the Woodbridge/Dale City sections of Prince William County into the 1st district while moving the 11th up through Gainesville and Manassas ending at 66. Easy easy. Our hold on the Senate is tenious at best and we need to take advantage of everything while we can, the Democrats under Saslaw would be much more aggressive and wouldn't apologize for it.
Now, becaue of timid Republicans seemingly scared of their own shadow on this issue, is inflicting Gerry Connolly on Northern Virginia for another ten years.
There's a real term for trying something like that: "dummymander". Its where you try to bite off more than you can chew, ignoring recent trends.
In 2008, the state's representation was 6-5 in favor of the Democrats. I'll take a locked in 8-3 majority.
